Window Replacement
Most window complaints are draft complaints, and most drafts come from around the frame rather than through the glass. That changes what needs doing and what it is worth spending.
What replacement involves
Old units out, the opening inspected for rot and water damage, then the new window set square, insulated around the frame and sealed outside. Interior trim and exterior finishing to close it up.

Insert or full frame
An insert fits inside the existing frame, which is quicker and keeps the interior trim, but it only makes sense if that frame is sound. If there is rot, an insert hides it. We open one up and look before recommending either.
Where the draft is really coming from
Before replacing anything, it is worth finding out whether the cold is coming through the glass or around the frame. The second is often fixable without new windows at all.
